Minor's permit

Interested in authorizing the departure of a minor from Uruguay.

Who can carry out this procedure?

Born in Uruguay, children of Uruguayans born abroad (Law 16.021), grandchildren of Uruguayans born abroad (Law 19.362), legal citizens and foreigners, who need to authorize the exit of a minor from the country, accompanied by the mother or father, absent guardian/s, alone or in the company of a responsible adult.

Minor’s permission to travel abroad

Interested in authorizing a minor to issue or renew a common Uruguayan passport.

Requirements

1. Valid and in good condition identity document of the mother and the father.
2. Birth certificate or birth registration of the minor with a validity of less than 30 days *.
3. Copy of valid identity document of the minor.
4. Application form (find it at the bottom of the page).

* If the minor has not been registered before the General Directorate of Civil Registry of Uruguay, he/she may do so at the Consulate in Madrid as long as the birth occurred in the jurisdiction of this Consular Office.

When a parent is deceased:

  1. Appearance of the father to sign the minor’s permit with his valid and in good condition identity document.
  2. Identity card in good condition of the minor.
  3. Birth certificate less than one year old, to prove the filial bond.
  4. Death certificate.

Cost: No cost.

Minor’s permission to travel abroad

Requirements

If the minor is traveling alone:

  1. Valid and in good condition identity document of the authorizing mother and/or father.
  2. Current birth certificate or birth registration of the minor.
  3. Copy of valid identity document of the minor.
  4. Application form (find it at the bottom of the page).

If the minor is accompanied:

  1. Valid and in good condition identity document of the authorizing mother and/or father.
  2. Current birth certificate or birth registration of the minor.
  3. Copy of valid identity document of the minor.
  4. Copy of valid identity document of the accompanying person.
  5. Application form (find it at the bottom of the page).

Note:

  • If the person applying for the permit at the Consular Section does not present the original valid Birth Certificate of the minor, it must be presented by the person to whom the permit is granted.
  • Please note that if the child’s Birth Certificate is Uruguayan, it cannot be valid for more than 30 days, if it is from another country, it cannot be valid for more than one year and must have the proper legalization or apostille, as appropriate.
  • In case both parents are the ones who grant the authorization for the minor to leave the country, it is mandatory to present a copy of a valid identity document of the responsible adult who will manage the permit in Uruguay.

Once you have carefully reviewed the above requirements, please send your appointment request to uruturquia@mrree.gub.uy, attaching the required documents.

After corroborating the information, you will receive a reply with the details of your appointment to appear at the Consular Section on the date and time indicated.

Minor’s permit to reside in Uruguay

Requirements
  1. Valid and in good condition identity document of the authorizing mother and/or father.
  2. Current birth certificate or birth registration of the minor.
  3. Copy of the minor’s identity document.
  4. Copy of the identity document of the responsible adult with whom the minor will reside in Uruguay.
  5. Application form.

Note:

  • If the person applying for the permit at the Consular Section does not present the original valid Birth Certificate of the minor, it must be presented by the person to whom the permit is granted.
  • Please note that if the child’s Birth Certificate is Uruguayan, it cannot be valid for more than 30 days, if it is from another country, it cannot be valid for more than one year and must have the proper legalization or apostille, as appropriate.
  • In case both parents are the ones who grant the authorization for the minor’s residence in the country, it is mandatory to present a copy of a valid identity document of the responsible adult who will manage the procedure in Uruguay.
