Issuing a passport for the first time

Interested in obtaining a passport booklet for the first time.

Who can carry out this procedure?

Born in Uruguay, children of Uruguayans born abroad (Law 16.021) and grandchildren of Uruguayans born abroad (Law 19.362).

Requirements

Senior citizens

Born in Uruguay:

  1. Valid Uruguayan identity card.
  2. Valid Uruguayan birth certificate (issued within 30 days).
  3. Certificate of lack of judicial antecedents of Türkiye in force, duly translated and apostilled, with validity of no more than 180 days.

Born abroad of a mother/father born in Uruguay (Law 16.021):

  1. Uruguayan identity card (if you have one) and valid identity card of the country of birth.
  2. Birth certificate registered in Uruguay in force (issued within 30 days).
  3. Uruguayan birth certificate of mother/father born in Uruguay in force (issued within 30 days).
  4. Certificate of lack of judicial record of Türkiye in force, duly translated and apostilled, valid for no more than 180 days.

Born abroad of grandmother/grandfather born in Uruguay (Law 19.362):

  1. Uruguayan identity card (if you have one) and valid identity card from country of birth.
  2. Birth certificate registered in Uruguay in force (issued within 30 days).
  3. Uruguayan birth certificate of grandmother/grandfather born in Uruguay in force (issued within 30 days).
  4. Mother’s/father’s birth certificate in force (if the birth certificate is Uruguayan, issued within 30 days. If it is foreign, birth certificate with 1 year of validity and duly legalized or apostilled and translated).
  5. Certificate of lack of judicial record of Türkiye in force, duly translated and apostilled, valid for no more than 180 days.

Minors

Born in Uruguay:

  1. Valid Uruguayan identity card.
  2. Valid Uruguayan birth certificate (issued within 30 days).
  3. Mother’s and father’s valid identity documents.

Born abroad of a mother/father born in Uruguay (Law 16.021):

  1. Uruguayan identity card (if you have one) and valid identity card from country of birth.

Born abroad of grandmother/grandfather born in Uruguay (Law 19.362):

  1. Uruguayan identity card (if you have one) and valid identity card from country of birth.
  2. Birth certificate registered in Uruguay in force (issued within 30 days).
  3. Uruguayan birth certificate of grandmother/grandfather born in Uruguay in force (issued within 30 days).
  4. Mother’s/father’s birth certificate in force (if the birth certificate is Uruguayan, issued within 30 days. If it is foreign, birth certificate with 1 year of validity and duly legalized or apostilled and translated).
  5. Mother’s and father’s valid identity documents.
  6. Application form (find it at the bottom of the page).

Note: Minors must always be accompanied by their mother and father, who must authorize the procedure in person. If one of the parents is not present to carry out the procedure, the absence may be justified according to:

  • If you are in Uruguay: apply for a minor’s permit for the issuance of a passport for the first time at the Department of Travel Documentation of the Ministry of Foreign Affairs (1384 Cuareim Street, Monday to Friday from 10:00 to 15:00 hours).
  • If you are abroad: apply for a minor’s permit authorizing the issuance of a passport for the first time at the Uruguayan Consulate closest to the place where you are.

It is important to have this minor’s permit before requesting the appointment for the issuance of the minor’s passport for the first time, since, if the authorization is not available, it is not possible to carry out the procedure.

  • If mother/father is deceased: present death certificate (if the certificate is Uruguayan, issued within 30 days. If it is foreign, death certificate with 1 year of validity and duly legalized or apostilled and translated).

After corroborating the information, you will receive a reply with the details of your appointment to appear at the Consular Section on the date and time indicated.
